NEISO Backed into a Corner During Elliott with No Gas Online

Winter Storm Elliott brought a prolonged period of subfreezing temperatures to New England. NEISO experienced reduced imports, some generator outages, and about nine GW of uncommitted, available gas-fired capacity that resulted in a capacity shortfall and EEA Level 1 on December 24. 

During Elliott, generators ended up without natural gas - but not due to supply shortages. NEISO experienced real-time scarcity pricing while about nine GW operable generation was offline due to failure to clear the day-ahead market, and subsequently not nominating firm gas transportation. Production from CCGTs with dual-fuel capability diverged dramatically from most CCGTs without dual-fuel capability.
